Maritimes and Northeast Pipeline (MNP) Natural Gas Transmission System.

MNP is a joint venture of Duke Energy (77.53%), Emera Inc. (12.92%), and ExxonMobil Canada (9.55%), M&NP is headquartered in Halifax , Nova Scotia. The Maritimes system, a 1365 km pipeline network stretches from Goldboro to Dracut , Massachusetts. The M&NP system consists of 30"/24" mainline that runs from the Sable Offshore Energy Inc. (SOEI) gas plant at landfall in Goldboro, through Nova Scotia , New Brunswick, Maine, New Hampshire and Massachusetts . Natural gas from Sable's Offshore Energy Project started flowing in December of 1999. Maritimes interconnects with the North American transmission grid at Westbrook Maine, Beverly Massachusetts and Dracut Massachusetts. Through this network of interconnections, laterals and main line, Maritimes provides customers access to growing Eastern Canadian and Northeastern U.S. markets.

The Maritimes system is designed for expansion. Through the addition of compression and pipeline looping, Maritimes can economically increase its capacity to accommodate supply increments of any size. In addition, by expanding within its existing pipeline corridor, Maritimes provides a timing advantage to market, and is environmentally superior to Greenfield pipeline projects.

See www.mnpp.com for further details on proposed transmission rates.

Road
The existing Provincial route 316, which serves Goldboro from the TransCanada Highway #104 near Antigonish, Nova Scotia was utilized extensively during the construction of the SOEI gas plant and M&NE pipeline. While this highway is fully capable of meeting immediate growth requirements, one investor has now deemed it necessary to construct a “100 series” industrial access road from the TransCanada to the site. A private investor has already completed engineering work on this project. This new highway will run due north from the industrial park to a location at/or near the village of Heatherton, east of Antigonish along the Trans Canada 104. It will also intersect the Nova Scotia Power main transmission backbone grid, which generally runs east-west.

There are numerous roads, which provide access to the various areas of the industrial site. The Industrial Park is accessed by an excellent two-lane asphalt paved road, which transits the entire property and serves the SOEI gas processing plant.

Highway 344 on the Strait of Canso serves the Melford Industrial Park.  Re-routing and upgrades of this highway are planned as part of the Melford International Terminals Container Port Project.

Rail
A transportation Corridor analysis was conducted by Northwest Theil Rail Consultants for a suitable rail line to connect the Goldboro industrial park to existing railway lines near Afton , owned by the Cape Breton Central Nova Scotia Railway. A final engineered route was selected based on the following key elements, socio-economic, natural environment, cultural environment, engineering and financial. The corridor route is also suitable to accommodate a road and utility line. A railroad spur from the Cape Breton & Central Nova Scotia Railway near Heatherton, to the industrial site has been designed. The spur will be built to 286,000-pound specifications and will use 132-pound rail. The rail will serve the individual lots within the site and additional lands have been identified for rail sidings/SIT yards.

Marine
A marine transportation feasibility study was conducted by O'Halloran Campbell for the Goldboro area, several sites were analysed and a suitable location for marine terminal development was located near the park on the entrance to Isaacs Harbour . Mobil Oil conducted an extensive meteorological and oceanographic study to determine the marine suitability of the area for marine terminal development for moving liquid product. Numerous companies looking at the Goldboro area have conducted independent analysis and confirmed the suitability of the inner harbour to accommodate various marine facilities.
